This position will facilitate the implementation of enterprise-wide risk reduction processes, crime prevention practices and public safety workforce development strategies to the safety and security department personnel, staff and other members of our community. Responsible for the coordination, development and delivery of initial and ongoing departmental training for safety and security, contract security personnel in the areas of campus safety and security operations, customer service, basic lifesaving skills, conflict management, appropriate use of force, hazard mitigation, quality assurance, crime prevention performance management, active shooter/assailant education, security drills and exercises and regulatory compliance.

1. Performs needs analysis, determining training needs of end-users and engages in short and longer-term delivery planning. Contributes to department Performance Improvement Programs.
2. Provide direct technical assistance, coaching, consulting and training as necessary, including developing and facilitating collaborative instructional and delivery models that assist stakeholders in assessing challenges, identifying and implementing solutions. Develops curriculum outlines, lesson plans, practical exercises, operational procedures and training programs.
3. Manage the collection and use of data to critically analyze key elements related to curriculum design, delivery methods, regulatory compliance and learning retention. Maintains employee training files, training attendance records, lesson plans and other instructional documentation in accordance with Joint Commission standards.
4. Report data and summary analysis on the effectiveness of training programs, delivery models and outcomes, updating training materials as necessary. Evaluates and records all program results and modifies program accordingly.
5. Facilitates, delivers and supervises the delivery of basic and specialized training sessions such as those with new employees, in-service or annual refresher training, customer service, specific-on-the-job training, crime prevention and leadership development.
6. Selects and develops teaching aids, such as handbooks, demonstrative models, visual aids, reference works, operating procedures and checklists, crime prevention literature and other educational media.
7. Instructs other health system stakeholders in specialized safety trainings. Provides crime prevention and orientation sessions as needed.
8. Maintains a thorough knowledge of applicable statutory certification requirements, rules, and regulations.
9. Prepares policy recommendations, drafts new and updated standard operating procedures to ensure compliance with Joint Commission, State of Maryland Security Guard legislation, accreditation, and other professional standards as promulgated by the Joint Commission, International Association for Healthcare Security and Safety (IAHSS), American Association for Industry Security (ASIS), etc. Identifies security and special police licensing mandates, including monitoring for updated legislative requirements and judicial interpretations requiring updated training.
10. Develop, implement, and maintain effective mechanisms for ongoing relationships and partnerships through participation in internal, state, and national committees, professional associations and workgroups.
· Bachelor's degree in criminal justice, law enforcement/protective services, security management, education/instructional design, adult learning, or closely related field; and 2 years of relevant experience in safety/security operations and adult training. To include needs assessment, instructional design, delivery and facilitation.
Or
· Associate's degree in related field and 4 years relevant experience (as above)
· An additional 2 years of directly related experience may substitute for each year of college not completed; an advanced degree may substitute for 1 year of required minimum experience.
· Experience in teaching as well as a professional level of knowledge of crime prevention strategies/techniques and organizational training and development strongly desired. Additional education may substitute for required experience and additional related experience may substitute for education.
- Must possess and maintain a valid Maryland driver’s license or valid license from the state in which the employee resides with no more than two (2) Points on current driving record.
- Applicants must be able to obtain a State of Maryland Guard Card and maintain a good standing with the Maryland State Police.
- Successful completion of Safety and Security training, instructor and certifications as necessary.
· BLS/CPR Certification through the American Heart Association is preferred and must obtain within 90 days of hire.
· Vistelar Instructor Certification required within one year of hire.
· Must obtain Advanced IAHSS Security Officer Certification within 6 months of hire.
Physical Demands – Heavy
Must be willing to travel to different facilities of the Luminis Health System.
Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
