Director of Planning, Design, and Construction
Position Objective:
This position is the primary point of contact for coordination of all assigned design and construction engineering projects under the cognizance of the Vice President, Facilities, Real Estate, Capital Planning, and Construction for Luminis Health Anne Arundel Medical Center and associated entities. This position is responsible for managing the entire (Project) Planning, Design, and Construction workload of Luminis Health by providing leadership related to the four primary roles and responsibilities: Project Planning, Project Management, Design/ Design Management, and Construction Management..
Essential Job Duties:
- Primary point of contact for coordination of all assigned design and construction engineering projects under the cognizance of the Vice President, Facilities, Real Estate, Capital Planning, and Construction.
- Develops the annual resource/budget allocation requirements; monitors use of assigned resources, and initiates appropriate planning and corrective action as necessary; provides representation on A/E slate, selection, and contract award, construction contract selection, and claims boards; reviews proposed field changes for engineering/architectural soundness and adequacy and assures they are within assigned funds; assures healthcare constraints on project scope and dollars are complied with and that customer desired schedules are met;
- Provides leadership related to the four primary roles and responsibilities: Project Planning, Project Management, Design/ Design Management, and Construction Management. Provides expert direction, guidance, and mentorship to the personnel charged with the daily execution and is expected to manage overall planning, design, and construction requirements in developing scoping estimates, designs/RFPs, project management, administering A&E and construction contracts, responding to correspondence, evaluating design and administrative submittals, preparing reports and briefs, conducting key meetings during the design and construction period, monitoring quality assurance and safety compliance with plans and specifications, negotiate or assisting in the negotiation of proposed change orders, review/approval/monitoring of A&E and construction contractor schedules, maintaining visibility on overall project cost and schedule growth, and taking the lead in resolving all related technical issues.
- Planning, Design, and Construction Design Leadership: As a recognized expert in the field of engineering/architecture incumbent oversees the development of plans and specifications, Requests for Proposals (RFPs), cost engineering and consultation services. Incumbent exercises a high degree of independent personal initiative in solving complex engineering problems. Ensures that detailed engineering design plans and specifications, and respective cost estimates is completed accurately via proper design quality control/quality assurance and on time.
- Planning, Design, and Construction Management Leadership: Provides construction engineering expertise on projects managed, particularly those of an unusual or complex nature. Provides consultation to the Vice President, Facilities, Real Estate, Capital Planning, and Construction in all matters involving construction. This may include resolution of highly technical issues, construction practices, processes, safety, and changed conditions. Enforces all technical and administrative provisions (which typically involve several engineering disciplines) related to the management of assigned construction contracts. Ensures that pre-construction conferences are conducted, constructability reviews are performed, submittals including contractor schedules are reviewed, approved and monitored, invoicing is conducted and processed a timely fashion, construction activities are monitored, acceptance tests are properly coordinated with Luminis Health witness(es), construction modifications and official contractor correspondence are issued in a timely manner, commissioning meetings are conducted, partnering principles are practiced, training and O&M Manuals/eOMSI documents are provided, certifications/warranties are provided, and final acceptance provides a complete and usable facility in compliance with contract requirements.
Educational/Experience Requirements:
- Extensive experience and mastery knowledge of and skill in applying, expertise in advanced engineering/architectural theories, principles, concepts, standards, methods and practices sufficient to enables incumbent to serve as an expert in the complex multiple engineering areas of consultation, design and construction. The incumbent must be able to independently apply this knowledge and experience to develop creative, technically sound solutions to unique or novel problems, conditions, or issues not remedied by standard, pre-defined processes; provide expert advice to senior colleagues and/or agency officials; provide significant and innovation recommendations for advancing programs and/or methods; and executive significant projects.
- Preferred: Bachelor’s Degree from an accredited college or university
- Preferred: Ten years performing planning, design, and construction work.
License/Certifications:
- Registration as a Professional Engineer or Registered Architect is preferred.

There is a reasonable expectation that employees in this position will be exposed to blood-borne pathogens.

Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
