Essential Duties: Medical Director of Behavioral Health Outpatient Services is to provide leadership though engagement and alignment of providers, patients, staff, payers and the community for Behavioral Health care. The primary focus of this position will be the achievement of high value Behavioral Health Services through the creation of an integrated Behavioral Health continuum-of-care that is patient & family centered, cost efficient and outcome focused.
Strategic Objective: Sustain and enhance quality of care for all hospital-based services while working closely with internal/external community partners to create a non-hospital-based system of care that provides services when and where they are needed to ensure in-need populations receive the care they need in the least intensive/least restrictive environment.
- Leads the recruitment and retention of an appropriate staffing model in which prescribers (MDs, Psych NPs) work to the highest level of their license and provide clinical leadership in all Behavioral Health settings.
- Lead Prescribers and Providers (Social Workers/Therapists) in selection/development and implementation of appropriate care pathways/guidelines to reduce unwarranted variation in care.
- Continuously educates self and team on the latest quality initiatives for the population served.
- Provides educational opportunities for medical students and others in need of contemporary Behavioral Health standards of care across numerous service delivery sights.
- Provides advice concerning participation in affiliation or other teaching agreements between system and educational institution
- Presents or publish and encourage others on behalf of Luminis Health regarding topics of relevance to departmental leadership, clinical improvements
- Identifies opportunities to improve operational efficiencies and resource allocation related to the delivery of care
- Leads Outpatient Behavioral Health Services on the Annapolis campus for the journey towards a High Reliability Organization setting expectations for clinical excellence, harm reduction and high patient satisfaction.
- Reviews and analyzes performance data and presents data to the respective Health System Quality Councils and others as requested.
- Provides oversight for compliance with the policies and procedures of the Psychiatric Day Hospital, LHCE Mental Health Specialists the Joint Commission (JC), Maryland Department of Health and other accrediting agencies, and the Medical Staff Bylaws.
Strategic Objective: Expand care for chronic disease management in support of population health; Expand community understanding of Behavioral Health Services and access to those services while lessening historical Behavioral Health stigma. Lead Behavioral Health as its role within a contemporary Total Cost of Care environment drives more and more services to community providers (as appropriate) while ensuring high quality hospital-based care services
- Serves as clinical expert to lead and advance programs related to community outreach including development of speakers bureau, implementing care pathways and other guidelines
- Leads the development of a plan to address the needs of primary and specialty care services who face Behavioral Health issues within their practices/services with little or no capacity to meet those needs at the practice level.
- Supports the initiatives of a contemporary population health initiative that places Behavioral Health as a central focus with its impact on virtually all medical services both within the hospital and in the community.
- Provides expertise and leadership to the Clinical Care Network for all Behavioral health- related standards of care and access issues.
Strategic Objective: Enhance the hospital-based Outpatient Behavioral Health services in support of medical units and the hospital emergency department while seeking community-based partnerships and opportunities that fills gaps and increase access for populations-in-need. Develop/enhance the use of technology to provide broader access to needed services in an era of limited providers.
- Works collaboratively with appropriate Medical Staff and System leadership to develop annual goals consistent with the Annual Operating Plan (AOP).
- Participates in strategic planning functions of the service line and the health system.
- Collaborates with LH leadership to increase market share in the primary and extended markets, assessing, and broadening the geographic reach, including participating in marketing efforts
- Develops and defines the LH Behavioral Services community-partnership strategy
- Develops business case for expansion of services to unregulated sites that provide more accessible care to populations-in-need.
- Develops business case for new equipment and services that bring needed services locally and lessens the need for multiple county, state transfers (ECT, TMS, etc).
- Participates in guiding and developing the business case for formulary changes necessary to better serve the Behavioral Health population.
- Provides medical oversight for master planning efforts of co-location of clinical services and options to maximize patient experience and promulgate center of excellence concept
- Leads quality initiatives including the selection of areas of focus and appropriate process and outcome indicators; develop report card to leverage data collection and quality reporting to drive change and direct adherence to developed care pathways /guidelines.
Strategic Objective Establish a succession plan for Clinical Director, Lead Mental Health Clinician and Practice Supervisor; expand cultural competency and diversity of the workforce; recruit and retain ; use the wellbeing framework to improve employee, medical staff creating high engagement and low turnover across the system.
- Participates in succession planning and planned growth within Behavioral Health staff specialties;
- Identifies gaps and priorities in service leadership/skills and leads recruitment efforts to those needs.
- Recruit physician specialists to support Luminis Health Behavioral Health Services growth.
Strategic Objective Sustain financial health and stability while reducing the total cost of care and maintaining high quality services; reduce financial toxicity and increase price transparency; ensure physician payment structure meets program and system goals; increase foundation funding.
- Leads the evolution of a Behavioral Health specific pharmacy formulary to reduce variation in care
- Leads alignment of medical staff to value based or other alternative financial models
- Evaluates value based payment structures and align physician quality payment incentives with quality benchmarks and metrics to align with Total Cost of Care model
- Evaluates model of non-employed physicians for filling program gaps through medical directorships
- Collaborates with the Luminis Health Foundation to advance access to grants, industry funding and grateful patient funds.
- Establishes business case for expanding the Behavioral Health program to non-hospital-based locations consistent with the Total Cost of Care and aligned with System goals.

- Medical Degree with appropriate board certification
- Master’s degree in public health or business administration preferred (or equivalent work experience)
- 3-5 years’ experience in an administrative leadership role with associated responsibilities to include budget and quality
- Demonstrated leadership of multidisciplinary Behavioral Health Services across the continuum-of-care.
- Experience in value-based or alternative payment models preferred
- Excellent communication skills.
- Experience leading in a matrixed organization reaching across the enterprise and working collaboratively with numerous constituencies.
- Master clinician associated with an academic stature that will enhance credibility across the health system.
- Demonstrated ability to recruit and mentor Behavioral Health specialists
- Evidence of successful research and scholarly activities
- Experience working in an academic medical center or complex teaching environment
- Licensed to practice in the State of Maryland; Board Certified
